RAJAVIDYA RAJAGUHYA YOGA OR THE YOGA OF THE SOVEREIGN SCIENCE AND SOVEREIGN SECRET:

mayaa ‘dhyakshena prakritih sooyate sacaraacharam
hetunaa ‘nena kaunteya jagad viparivartate
Text in English:
Because of My proximity, Prakriti produces all this, the moving and the unmoving; the world, therefore, revolves, O son of Kunti.
COMMENTARY BY SWAMI CHIDBHAVANANDA:
The relationship between the active Prakriti and Iswara, the actionless stimulator thereof is rather difficult to understand. The Lord therefore takes us along with Him by the method called Arundhati nyaaya. A subtle point is arrived at, by proceeding from the known to the less known. In the Stanza seven the Lord states “I generate them again at the beginning of the next Kalpa.” Prakriti is here only an instrument in His hands. He next says that he animates His Prakriti to do that work thereby making her semi-responsible for her work. Thirdly all responsibility is placed on Prakriti and the Lord is just a Witness, unconcerned and unattached. Finally, Prakriti derives her power of action because of the proximity of Iswara. It is like the creative forces of the sunbeams owing their potentiality to the sun himself.
Adhyaksha is he who presides over a proceeding and keeps an alert eye on it. Iswara is in that position. In His August Presence, everything in the regime of Prakriti goes on well. He is, therefore, the actionless Almighty.
COMMENTARY BY DR.S.RADHAKRISHNAN:
Krishna is here represented as the Supreme Self who pervades the universe, who supports all beings and yet is transcendent and unaffected. Anandagiri advises that we should not raise the question of the purpose of creation. “We cannot say that it is meant for the enjoyment of the Supreme; for the Supreme really enjoys nothing. It is a pure consciousness, a mere witness. And there is no other enjoyer for there is no other conscious entity ...nor is creation intended to secure moksha for it is opposed to moksha. Thus neither the question not an answer to it is possible and there is no occasion for it, as creation is due to the maya of the Supreme.” Cp. Rig Veda: “Who could perceive (it) directly, and who could declare whence born and why this variegated creation?”
COMMENTARY BY SWAMI SIVANANDA:
The Lord presides only as a witness. Nature does everything. By reason of His proximity or presence, Nature sends forth the moving and the unmoving. The prime cause of this creation is Nature. For the movable and the immovable and for the whole universe, the root cause is Nature itself.
Although all actions are done with the help of the light of the sun, yet the sun cannot become the doer of actions. Even so the Lord cannot become the doer of actions even though Nature does all actions with the help of the light of the Lord.
As Brahman illumines Avidya (ignorance), the material cause of this world, It is regarded as the cause of this world. The magnet is quite indifferent although it makes the iron pieces move on account of its proximity. Even so the Lord remains indifferent although He makes Nature create the world.
As the Lord and the Witness, He presides over this world which consists of moving and unmoving objects; the manifested and the unmanifested wheel round and round.
What is the purpose of creation? Why has God created this world when He has really no concern with any enjoyment whatsoever? This is a transcendental question or Atiprasna. It is therefore irrelevant to ask or to answer this question. You cannot say that God created this world for His own enjoyment because He really does not enjoy anything. He is a mere witness only. (Cf. X. 8)

O son of Kunti, it should be understandable to every one born of the womb of a woman that I indulge in no action, simply because I have no reason or want or necessity to indulge in any action. I created the prakriti and filled it with my intelligence. It is prakriti who produces all this here, the moving and the unmoving, the world, therefore, revolves round with me as the ineffable witness.
The Lord not only created the Universe and left to it everything thereafter, He still witnesses everything. That’s where samskara comes in. Samskara is the minute part of the unit of measurement. It is more subtle than an atom. Because of the Samskara, even the passing thought or rumination is taken into consideration and we write our own fate. But this samskara or the most basic unit of measurement is not rigid. One simple single negative thought or rumination may be canceled by a deliberate or even unconscious positive thought or even rumination. It is a wonderful thing if you take time off and meditate on it, Samskara.
Now God gives us freedom complete. Except for the time when the Brahma’s day dawns or night comes up, we are largely left to ourselves. But this is not very simple. Really it is very complicated. How?
Now samskaras are negative and positive in nature. Man is Dr.Jackle and Hyde too. The man Hyde always wants adventure in a dark manner out of which no one including him is benefited. And Dr. Jeckle is a gem. He might easily forgo of his morning cuppa because there is an emergency, and knows the morning cuppa is not possible at that poor home. But he would leave his cuppa and go to attend the patient there. And whether consciously or unconsciously gets and derives more satisfaction that morning or late morning when he returns back home as though he had drunk the mother of all morning cuppas in life. He even had the silly sense that he belongs with more suffering people that anything in life.
So how many times the young and energetic among us, young means up to fifty years of healthy life, got up on a bus ride or train journey while we were bodily ok to make room for others who are old or sick to occupy our seat? Because of the proximity of the Lord as a witness, many chips of samscara we earn. On a bus journey one beggar comes to take a vacant seat next to us and we not even squirm throughout the journey then several more positive chips are added to our stack.
This witness’s mighty arm is less than a dust particle in weight ... and sometimes we don’t have to differentiate between positive chips and negative chips.
We are going by car and in front of us a bike is proceeding, and a buxom fair heavenly lady sits on the pillion and the road is uneven and we deliberately slow down the car to feast on the swinging thins of the lady. Of course, the wife is not travelling with us. Some one thousand chips are stacked against us. But a dog crosses the road to have a hot bark-word with the other on this side of the road and the bike hits the dog and both the pillion rider and the driver of the bike are spread out on the road. Actually, we had an important interview on that day. We forget all and stop the car and in a trice out of the car and help the lady lying on the road in a compromising position, we do every help till she gets up to her feet and regain immediately her cool. And then she cries at the man on whom the furious bike is lying. We do everything in our power to disentangle him as though he were our brother and then the bike is raised to stand on the road. Checking everything is all right with the bike we make our excuses and get into the car. We even lost out on that interview. But that did not put us off. The help we rendered to the pair whom we might not see in our entire life again fill us with joy. Sir, all the thousands of chips would be ours and instantly turned positive!
Likewise, man is given full freedom in helping himself with either of the chips. The Delhi Bus rapists drew a busload of millions of trillions negative chips. That’s why it would take several Brahmas’ lifespan for them to realize their Self.
All this is possible because of the Lord, with his proximity, is a witness to the revolving world.
At the time of death, the added Samskara would be there in front of us. The balance will have the say. If the positive Samskaras outweighs the negative ones then we would have a nice thought about God and that would either lead us to God or have a strong say in determining our next birth. We could land a birth in a yogi’s house even.
All this is possible because of the Lords proximity and he being a witness to our doings and thinking and imagination.
